There are two separate circuits for those. You need to pull the steering column covers off, and check for positive voltage at the HU terminal on the light switch part of the combination switch. You may have to remove the steering wheel and pull the combination switch out a little to make the identifications, I'll try to post a picture. You're already getting voltage TO the light switch since the low beams are working.
I can't remember if the high beam circuit has its own fuse. There are fuses on the dash behind the little door, and main headlight fuse in engine compartment just rear of the battery.
