Rust Neutralizer

I have this really bad rust by my front windshield resulting in water seepage.


How would I tackle something like this?
Would any kind of rust neutralizer work well in this situation or should I be grinding it down?
Disposing of the cracked windshield is no problem.

If the windscreen is already cracked then I say bin it and get rid of that rust... which is tedious and tricky
Rust is not your friend.
Just gave a friend to do some on his van, luckily I have some suction cups so it made the windscreen easier to handle.

You always want to cut out and replace rust whenever possible.
