PAIR tubes - Pulsed Air Injection - basically it injects fresh air into the exhaust stream to help with emissions. Other vehicles of the era were equipped with a belt driven air pump, Mazda was clever enough to design something that didn't take extra power from the engine...

It can be disabled/plugged/removed with no ill effects on how it runs. However, you would no longer pass a visual inspection for emissions (if you have emissions testing).

so are these supposed to run to the exuasht mani cause i have two pipes going into it that have been cut and closed off?

Yes.

This is what it looks like stock:


Two of the tubes go into the exhaust pipe after the first catalytic converter. One of the tubes splits into 4 and connects to the exhaust manifold.
