For the dashboard lights, turn and/or electrically check the knurled wheel which is the dimmer control, maybe it's turned all the way down. The dimmer wheel itself could be bad, I've only got used ones in gray (these have been known to go bad). A test light or voltmeter will be your friend here.
Another possiblity - which happened on mine - is that the light switch part for the (combined circuit) dash lights/parking lights/tail lights could be bad, and you might not have checked those lights for operation. Yes, the headlights did work for me when those went bad, different circuit altogether. That fix is a new light switch, available separately as part of the combination switch. If that's it, make sure you get the correct one, fuel injection is different that carbed (one extra terminal).
