Well the coil isn't a switch that's what the transistor in the ICM is for, if a switch is open then you have voltage on one side and not the other. It's like havin a bulb in a circuit with the switch on the ground side, the voltage is present throughout the circuit up to the switch but no amperage is flowing until you provide the ground and complete the circuit so you can test anywhere before the switch and find voltage. Make sure you have your wires hooked up correctly on your coil also.
