weird throttle thing help!

My truck is weird. it will cruise along good until i put the pedal all the way down. then it gets sluggish until i back off a little bit. what could cause this? it doesnt always happen. only once in a while. any ideas? my truck is a 1992 2.2 w/5 spd. does have slight exhaust leak and previous owner removed the emissions stuff. all he does is the mazda trucks and works at a shop so i assume it was done correctly. it sucks especially on the freeway haha.

A dirty fuel filter could cause this.

Carbed or FI? If carbed ur tuning is off a bit mine did that before I tuned my weber. It was running crazy rich and whenever I got on it it would fall on its face. If it's FI I have no idea
