The cam shouldn't move unless you move it. There are journals on the head and rocker assembly that the cam is sandwiched between. The springs keep the valves closed when you remove the rocker assembly and the lifters/rockers just apply pressure from the cam to open the valves. Now if your timing chain is still on there will be pressure/tension on that end of the cam, and could cause the cam to lift at the back of the motor, and then making you lose timing on the chain and the position of your cam. Best advise is to set the motor to tdc before you remove the chain and rocker assembly.
