Have you changed the plugs, wires, and distributor cap and rotor? In other words, have you given it a tune up?
What's happening is if the #4 cylinder is not firing, then the gas going into that cylinder is not getting burnt, so the cylinder gets wet with fuel and the fuel gets pushed by the piston rings and winds up in the crankcase oil.
Also, you need to do a compression test on that #4 cylinder........there could be something going on in there and maybe the reason your not getting any combustion in it.
