What does this thing do? it's got several vacume? lines runn to it and a cap on it like is's got fluid???

my mileage has never been above like 21mpg on a good day. i pulled mine off and haven't really noticed any difference, but i've always lived near sea level... traveled over a couple 4000ft or more passes thru mountains, but thats it...
