Tracking down a voltage drop on a 94' B2300

Hello everyone i have a 1994 B2300 that i'm trying to chase a voltage drop on. I replaced a coil pack and plug wires the other day and still had intermittent starting, so i replaced the fuel filter as it was a bit clogged. The truck ran fine for a day or two and now it just cranks but wont turn over. I checked continuity of the inertia switch, good there. I cleaned and tightened all grounds in engine bay. The problem I have is that with the key in t he on position, i only get 8.9v at the fuel pump. Was wondering if it could be ignition switch? Thanks for your help!!!

Check your power at the fp relay and if there's a fuse before it. Check the ground side of the pump also, may be intermittent bad ground. What's the battery voltage when you were getting that reading?

Battery voltage is just over 12v. I checked the fuel pump relay and the pcm relay and I have 12v in two terminals and 3-4 in the other two and just shy of 1 in the fifth terminal.
