Running lights/license plate lights not working??

So all of my lights are working, heads, brakes, turns and hazards.
But no matter which way i turn the things on i cannot seem to get any of them working.
All new bulbs all around, all fuses in the box are new; any hidden fuses along the harness?

One thing i found with my electrical setup is.... somebody hacked it up and installed a stereo, i found a small, red, wire coming from the steering column area to the other side of the firewall; naturally it was cut on both sides.
It had a 2 amp fuse inline.... didnt even know they made em that small.
