When you drained the tank, did you blow out the lines?
Or even clean the water out of the carburetor?

This may sound crazy but take rubbing alcohol and pour half of it in your gas tank. It will seperate the water and grass and eventually evaporate. People told me this and I thought they were crazy, I poured it in my fuel cell and watched it for myself and was amazed. Gave it a day or 2 and she ran like a top again.

Change your fuel filter, may want to get your carb cleaned to if water ran through it.

3oz alcohol to ever gallon of gas! Works like a charm!

water can ruin a fuel filter too.
