Where is the ECU located on a Mazda b2200 (93) if the year matters

Behind the right side kick panel.

is the kick panel the plastic cover on the side wall of the passenger side, were the passengers feet are supposed to be? or are you referring to the side panels on the exterior of the truck?

Yes inside on the passenger side

You'll need to pull like 3 plastic retainer-screws (try not to break those), then a 10mm socket will be needed to remove a bolt and a nut. And wire harnesses need to be removed. Disconnect the battery first.
