Checked Haynes and the 89 allegedly uses a dual relay for both flasher and turn signal, I guess one side could be bad, for $20 I am thinking of ordering one to give it a shot. Anyone else have this problem and find a solution? I have tried to search the site and can't find a thread, some show in google but the links are still busted.

The flasher relay could be bad. Mine is located in the driver side kick panel area. Also another issue could be dirty contacts on the switch. I had to clean mine. There is a good write up by Axel breaker earl for reference that's what I used when I took mine apart.

Solved: My 89 B2200 has one relay that controls both hazard and turn signal, while my hazard lights worked and my turn signals did not, I thought the relay could be good. It was not. I replaced it and they both work now.
