A lil blurb from the wiki on Starions "The move to the 2.6 L in all markets was spurred by emissions restrictions around the world tightening to meet the American standards for lead in fuels."
Not sure if that'd effect the smog at all but you may want to check around. I always thought smog had more to do with how many cats and O2 sensors were in line with the exhaust system. I had a nice mustang that was originally from Cali. Had 6 cats and o2 sensors on it. You're right, Cali is strict. But you may be able to take to an exhaust guy after the swap and have him fix it up and get it up to par for emission tests.
So how'd that swap work out for ya, turbo d50? I was reading that on the starion the 2.0 turbo actually has better take off and redline, whereas the 2.6 has a better torque. I would think going into a truck, the better torque would work out better? I'm thinking about swapping mine so I can get better gas mileage. Did yours improve any? I've always heard more power = better gas mileage. Plus I could maybe actually pass people. And tow a boat with it. I too would be interested in seeing some videos of your turbo'd rig. Would love to see just how much umf a turbo would add to it.
