Tailgate skin question....

I would like to shave my tailgate shut. Which is the best way to do that? Use my existing tailgate or buy a tailgate skin and weld box tubing onto the bed sides and weld the skin to them? Or does the skin go OVER the tailgate? I'm so confused.....
