CALL THE GOVERNOR BEFORE YOUR RIGHTS TO CRUISE AND HANGOUT ARE REVOKED WITH TICKET AND TOW PENALTIES.
We need Arizona custom enthusiast support. On Wed. night to fight this new law. Arizona House Bill 2136 subtitled as "an unauthorized assembly of vehicles; penalty" passed its Az Senate 3rd read on 4-08-04, and, after a quick Az house Final Read expected on 4-26-04 to OK a minor Senate change , the ANTI-CRUISING bill moves to the governors office, and if not votoed within 5 days, becomes law.
In a nut shell, the "ticket and tow" offers a penalty, for an unwritten law, that will regulate an undefined activity (called "unauthorized assembly of vehicles"). Shouldn't cruising be defined as a law first, before it is passed declaring punishments for illegal cruising? This house bill is a penalty for a law that is yet to be written.
The bill will allow any Arizona law enforcement officer (or civilian police aide) to ticket and tow anybody's vehicle if he/ she believes that probable cause exists that this vehicle was cruising or participating in "an unauthorized assembly of vehicles" that restrains the movement of traffic and/ or impedes either of the following 1: Deployment of emergency vehicles or services, 2impedes) access to a business or residence. HB2136 also prescribes $100 fines and vehicle impound penalties that applicable to any local ordinance.
This bill is too vague and too heavy handed. They are also not even thinking of the unintended drawbacks to this. For instance who will be at fault if they impound a 16 or 17 year old girls car and she is founf the next day raped or murdered. If you leazve people stranded on the side of the road you will have unintended consequences.
CALL THE GOVERNORS OFFICE TO TRY TO GET THE BILL VETOED...PLEASE HELP IF YOU WANT THINGS SUCH AS THE PAVILLIONS, 43RD AND BELL, CRUISING TO SHOWS WITH YOUR CLUB, OR JUST DRIVING YOU CUSTOM DOWN TO THE STORE. EVEN IF SOMEONE SLOWS DOWN TO LOOK AT YOUR RIDE THEY CAN TOW YOUR RIDE. THIS IS AMERICA AND CRUISING IS A NATIONAL PASTIME, DON'T LET IT DISAPPEAR.
