Rear Brakes Dragging.

Ok heres the deal..lately when i stop sometimes and go to take off, my rear brakes seem to drag and its like i have a huge stall converter..then ill take off (Slowly) and it will fade away.Go to stop again..sometimes i have the same problem..and other times its fine. I havent taken anything apart ..but just looking to see if anyone has had this problem.
