tail lights

well guys heres my problem. I have no break lights. I only have one signal and the other signal blinks fast like a bulb is out. The lights turn on and everything but when I hit the pedal the lights dont get brighter. All the fuses are good, and the bulbs are fine too. The only break light that works is the third break light. But its shaved now, with the two wires hanging. Ive had this type of problem before but the right turn signal stays on and the left turn signal blinks normal, with the break light working. I relocated the fuse box under the hood and I bang on it and the problem was fixed. I do the same thing with the new problem but that does not work. So anyother trouble shooting suggestions would be cool.
