fuel pump not coming on

1991 chevy fullsize, 350 V8

the fuel pump won't come on, we tested all the leads and none are getting power, we jumped the leads to turn the pump on to get it running enough to drive off the trailer but it was running like 100x too rich

what could the culprit be?__________________
