license plate box

ok i have a tag box, that i want to put into my tailgate, but my question is do i have to take the skin off the gate or can i just cut it and weld in the box, if i can just cut it and weld in the box, how would i do it so that it will stay in place strongly. sorry for the stupid question but i have no idea how to do it lol-peace
