blown fuse when i turn running lights on

hey any one know y i would blow a fuse then i turn my running lights on, i have gotten a new switch and everything and i can seem to find the short, i think it might have a bad ground but i was just wandering where all the wires in the stering colum ground to, or if any one has heard of this happening before
