oil problem

i dont know if this has been discussed but ...my neighbor used to own my mazda and some car club before that..any way the c.c. put a weber fast freddys carb on it ..but my qwestion is this..on the valve cover above the oil cap there is just this hose about 2 inches long and stickin straight up..and when i get on it,it blows oil a little but over time it builds up on the underside of my hood ...my neighbor said he plugged it once and it blew an oil seal in the back by the fire wall and leaked out all the oil...i dont want that but i dont want to keep wipping up all that oil on the hood ....what should i do ..did any of you have this prob?..how did you fix it?
