Making the rearend flush

I shaved my taillights and smoothed my rollpan out, i didnt shaved my tailgate shut, i left it and when you look at it from the side it sticks out about a 1/2. I looked at maybe moving it up but i thought i'd ask how everyone else fixed theres, so it flush all the way around.
