ABS plastic to metal on a 83 firebird.

I'm wanting to mold my '92 abs plastic ground effects to my '83 Pontiac Firebird. They are already mounted, What should I use?

Also i wanna extend the back bumper to be lower towads the ground any ideas?

It needs to hold up, I have a 454 and there is alot of vibration.
