bags mounted outside the frame rail in front of rear wheel

for those of you who have your bags mounted on the outside of the frame rail in front of the rear wheels, how does your truck ride, pros, cons, and would you do it again? or what about mounting the bags between the bottom of the frame rail and the top of the lower bar?
