When I was managing a Super Shops store, we ran into this problem alot when installing new wheels. You just have to get a socket that barely fits over the face of the locking lug, tap it on with a hammer until it "bites" the lug tight enough to get a rathet on it and break it loose. Once it is loose tap the sides of the socket to get it off the lug, then spin it off the stud. You end up with socket that is still perfectly good for it's intended use, and in most cases, a locking lug that is still good should you ever come across the key for it!
