is this a good deal ???

ok first of all i have a 00 civic .shop told me that they would do a headlight conversion , taillight conversion , mirror conversion, paint the car and airbrush some graphix across the side of the car . they said tey would charge me $4500 . is this a good deal . he also said he would also bring the graphix all up into the inside of the doorjambs and wheel wells . how much would this job be if i paid regular price ?
