will i have to cut it?

if i do a basic bag setup with 2 inch drop spindles on the front of a 98 tahoe on 20's will i have to cut the front fenderwells? also if i put an airbar from airride on back will the fenderwells also have to be cut? will this be able to except 22's later on or will it have to be cut then?
