Ranger bag brackets.......inside or outside of frame/notch???

We are bagging the back of my boys ranger(99 stepside).We are aware that most rangers have the bags mounted on the outside of the frame(bag over axle setup)but we would rather mount them on the inside for misc. reasons. Are there any problems with this? We just have havent seen any done like that.
