can someone fix a grainy picture for me?

my wife needs a picture fixed for something she is using for the face of a clock but the picture is real grainy around the edge's. can someone maybe fix this fo me we tried and i cannot figure it out. i will have to email the picture i cant post it up. she would appreciate it if someone could do this. thank you.
