Behind/under the axle bag kit from suicide doors

Ive got my 3 link installed 100% and I started on installing my behind and under the axle bag setup. I'm stumped on where exaclty i should put the top bar for the bags? Running firestone sleeves. heres the kit i have:

should i weld that top bar as low as i can get it ?
