fuel pump problem

My 98 taco 2.4 ltr engine will turn over but it won't start because it's not getting fuel. It never cut out or had any signs of failure, the truck was running fine. I tried to start it the morning of a below freezing temp day & the pump didn't respond at all. I don't think that the problem is with the pump because it recquires 12 volts to operate but the wires are only registering 6 volts on my multi meter. I checked all of the EFI fuses and relays and they are all fine, I know it's not the pump power wires because that would cause a short and not register anything. Is there a EFI module under the dash that could be the cause of this prob? any help would be great.
