Getting a fuel filter off??

i have a 95 tbird and the factory fuel line where it meets up to the fuel filter that is located on the passenger side just under the passenger seat has a bell looking housing covering up the fuel filter neck that is housed inside that i cannot get off.i bought the "special tool" that i needed to get it off with but i cannot get it off for the life of me. ive tried numerous times..... any of you birds owners have a special way of getting them off??
