Can't get down

I have a fbss setup Parker 1/2's on the up and smc 3/8's on the downs. I had my pressure switch to go out and increase the psi in my tank so it jumped hard going up. The only problem is its not coming back down. I can hear the 1/2's clicking but the 3/8's are doing nothing and I checked the ground and power but no luck. Any help will be greatly appreciated
