Suburban wheels question....

hi guys, I have a stupid question and i couldnt find anything by searching (ssm or the internet) Anyways are suburban wheels alum? And are they clearcoated?

I have some wheels they have some primer on them whats the best way to clean them up? Also what kinda lugs do i need? bulge?
