can i use 3 inch cylinders in front??

i've read through a lot of posts here, but can't find a simple answer... i have the typical 3 inch rears, and 4 inch fronts on a 90 civic.
the spindles arc towards the top, and it scrapes and grinds into the 4 inch cylinders. if you lay the car out, you CAN'T turn the wheels. unsafe, but more importantly, it's stopping me from going lower.
it's only a honda...will 3 inch fronts support the front end?
