over axle or on bottom bars

when we bagged my burb we put the bags on the bottom bars. to keep away from rubbing the frame we had to mount them to the inside of them and they damn near twisted the bars out of the truck. so we reinforced them some and got the stress minimized. im having second thoughts about it. i cant tie the bars together for strength. i can only reinforce it more. should i keep jackin with makin it stronger and have an extra few inches of lift or just put the bags over the axle and be done? i dunno what to do.
