quick help doing front bag mounts

im redoing my front bags and im tacking and measuring and ive run into a problem, the two front bolts for the steering rod i think will hub the bag slightly. now moving the bag back sounds like a good idea, but i dont have any more room to move it so it wont rub on the frame. its a good 1/4 space in the pics, just the space i need.

now i thought of flipping that bolt unside down, so the flat part till be on top, and the bag just lays on top of that, does this sound like it would work? what can i do about those bolts? the mounts in the pics are how i want to weld it, and the bag is at the point where the shocks are bottomed out so it wont go any higher (or even get to this point with the tires on). thanks!
