s-10 notch and rear setup

i currently have my bags mounted on upper 4-link bars which i hate. also, the f**ker that welded my 8" notch in cut about 3.5" off of it, basically making it impossible to lay out on 20s. i need to know how to mount my bags to get the smoothest ride possible. and how to go about re-notching it....any help is greatly appreciated!
