If you just painting over factory paint(don't have any filler on the panel) just scuff sand enough off so there is no shine left.

the factory primer was gone along time ago.. trucks been repainted twice now. first time i had it done by a shop.. the second time i did it in the auto class at college during the summer. just wondering what is necessary so im not out there doing more work than i really need to do

take it down to bare metal and re prime and re-do any body work you might have had done. The primer or paint you might be using could have a bad reaction with older paint, it could alligate and then turn to shit. Just take your time and do it right the first time. I could be wrong but that was my .02

ya having all that material on the car and adding more is not good
strip it down to bare metal start from scratch

Take it to bare metal epoxy prime it then do any body work it needs. Prime it again with 2 coats epoxy once the epoxy drys i like to block it with 180 then lay on 2-3 coats of 2k urethane primer, let dry then its ready to block with 320 then 600 and it should be ready for some paint if all low spots are gone.
