cutting out holes for LED's?

What is the best method and tools to use for cutting out the holes? There was no templates, I guess I have to make one, I need this to be perfect! I bought 3 colour 10.5" long LED's and Im going to mount them in my one piece combo just below the bodyline I think!

One way to do it is measure where you want them to be flip the lens over and trace around the lens (the part that will stick through the body)
Then on both sides where the sides are rounded drill those out then take a cutting wheel and cut out the rest

Trace it like he said. Then cut it out a little smaller than you need and use a file to get it exact. That's how I di mine.
