strange problem

Ok here the deal just picked up a 93 4x4 22re. Somebody put in a junkyard motor and never got it to run right. This thing will not rev past 3400 and keeps frying the fuse for the inj. Shows no codes on the scanner but shows it running lean. I'm about to just swap all the wiring and com. but really don't want to do that. Any ideas?

yeah yeah..this toy is actually for somebody else. As far as the ranger goes it's on hold for a month or so till the funds get back up.
