when installing my cylinders my brother was tighting the lock nut down on the top of the bracket and the bolt broke so we took the nut off and took a stick welder and welded the bolt back on stuck it back on there and tighted the nut down but while it was tighting it was also striping the threads all the way down shold i get another nut and bracket or will it stay?

I'd like to see a pic, but from the sound of it, I'd get another larger bolt and retap the hole oversized.

The pic is kinda small. I cant tell of its a stud or bolt from the bottom. I'd retap it bigger and use a new stud or bolt through the bottom. It depends how bad you crossthreaded it, you may be able to retap it the same size, but it sounds like you snugged it down all the way. Metal softens (anneals) when you weld so it probably smudged the crap out of it.

when u say retap what do u mean and when u say a bolt or a stud it sounds more like it would be a stud cuz we went to meet up with a guy that nite to get a bracket that he said would work but didnt and it had the bold heads on the bottom of the bracket and mine did not it was smooth on the bottom so i guess it was a stud

Yeah sounds like a stud than. So you are going to need a bottoming tap if the hole doesnt go through. Retap is just running a tap threw the hole. Set it in a drill press, or if your super accurate drill it by hand and send a tap in. Try retapping it first with the same thread, if that doesnt clean it up or you arent left with many good threads than up size it. Retapping is like this:
