we use paint thinner to clean the floors first. you have to get down and clean the whole thing with a rag. then use an industrial strenth epoxy paint. should be a 2 part paint. holds up really well. you can also mix it with a bit of sand for traction or use those flakes you sprinkle on whent he paint is still tacky.

i use dulalock on my floor. have to map the floor first than let that dry. the first coat is thinned with water and the second is just applied out of the can. my dad just the garage with rust-oleum shop floor paint. he said that it was a two part paint that you mix then waited a hour then applied. it is the stuff that you can buy at lowes and home depot. look really nice.

Zep has this powdre orgen stuff we used. you wet the floor spreed this shiot out take a broom brush it like your cleanin a muded truck or somethin then wash and sqwege it then wait over night and then you can paint. Thats how I have always done it. at my shop and at auto shops I have worked at.

Muriatic Acid will clean anything off that paint would have a problem sticking to. Then a simple hose down, squeegee and 24 hours of drying time should make it ready for paint. Follow whatever instructions you have for the paint you will be using, since it may require a primer/sealer first - concrete is porous and may suck the paint down quite a bit before you get a uniform coat...
