lights wont shut off and hard time starting

Ok here is the deal a Buddy of mine gave me a 89 Civic Hatchback and when you turn the head lights off completly the running lights stay on.. And the other prob is this is the stock motor in the car 1.5 I guess anyway when you go to start it it will crank like crazy and act like it wants to start but it wont.. But if you put some starting fluid in the carb or some Gas it will fire right up..I need some help on the guys I know someone has to know something, Sorry for such the long thread.
