I had the same exact problem and it turned out to be my pressure switch. The switch turned off before it filled the tank up to a considerable amount of pressure and as a result did not lift my front up. I went to lowes and bought a pressure guage and put it on my tank to see what kind of pressure was in my tank and sure enough it only had like 40psi in it.
This might not be your problem, but it sure is a start. Another thing I would check is your wiring.
Do you have a side to side? or just front back? Also make sure no lines are kinked.
