Have you ever gave the car an injector flush? When your car runs like shit in the cold or misfires i'd say start there and do a fuel filter too if it hasnt been done. get carb/throttle plate cleaner or and scrub out your throttle body good. If you do those services on any high mileage car they will always have an improvement in cold weather conditions and gas mileage. Also clean off your map/maf sensor because oil from cold air intake filters can clog it just slightly and that can make a car run goofy but will usually throw a check engine light. If your map/maf is reading wrong it could possibly being telling the pcm theres more air coming in than actaul and cause it to dump some more fuel possbily causing your running rich problem. check it for vacuum leaks too but those usually cause leaner condtions not richer.

FIRST OF ALLL... WHAT ALL HAVE U DONE TO TRY TO FIX IT? IT SOUNDS LIKE A FUEL PROBLEM... IT COULD BE A BAD INJECTOR, STOPPED UP FUEL FILTER, FUEL PRESSURE REGULATOR COULD BE BAD,THROTTLE POSITION SENSOR, FUEL PUMP GOING OUT, OR EVEN SOMETHING STOPPING UP THE FUEL RAIL. I MEAN DAMN DUDE IT COULD BE ANYTHING. HAVE U CHECKED UR PLUGS AND WIRES, DIST CAP AND ROTOR THAT COULD POSSIBLY BE A PROBLEM. U JUST NEED TO CLEAN UR FUEL SYSTEM REAL GOOD AND GO FROM THERE. LET ME KNOW IF U CAN NARROW IT DOWN AND I WILL BE GLAD TO HELP.

my 2000 si idled really bad, and it turned out to be a vaccum hose came loose. But i am going to have to agree with the rest of them, check plugs, wires, injectors, fuel and oil pumps and filters.
