The line off the T goes to another T that one line goes to the opposite side valves and one to the tank. The line off of the valve on the bottom on that pic has a line running through the floor to the bag.

on those type of diaghram valves, you are not supposed to mount them upside down.

If you have the bag plumbed properly, (the middle of the two valves going to the bag, which I dont see any other way it would work) you need to have just a pinch of backpressure on the valves.

That open port on the dump, put another fitting on it and maybe even a length of airline. I had a problem with my SMC valves losing pressure over bumps until I asked this same question (I used to be an old-school-manual-valves-only guy) and someone told ME what to do.

Like I said, I dont see how you could really get the bag to fill if your tank went to the center of the two valves. But I DID have the exact same problem, and an extra fitting with about 4 inches of tubing fixed it.

And those valves can be mounted in any direction, I'm sure Cary was just kidding.

also, from the picture I can see that either your fill valve or your dump valve is installed backwards. They are marked in and out (some are just marked with in though, I hope you can figure which is out lol) It should go

TANK /IN--OUT/ TEE /IN--OUT/..........................BAG.........
