Pretty much everyone has nailed it^^^^^^!
Looks like a set of 3" dropped spindles.
A shackle kit in the rear.
And a set of bags over the axle that is literally collapsed at ride height.
Well...... If you don't want it lowered, then you could return it to stock.
But, if you like it lowered you can fix it.
First off remove the air bags, they are about 3" tall when compressed. And at the current setup you might have 3 1/2" of travel in the rear if your lucky. So that would mean you have about 1/2" of travel in the rear.
If you tow anything heavy you would need those bags, but they would need to be reinstalled in a different location so the bags are not the actual suspension.
Do you have a welder and fabrication skills?

Yup. The bags are what's killing you. They're acting like a bumpstop. You have no travel in the rear with that setup.
